Who should the National Crusade Against Hunger benefit?

The National Crusade Against Hunger has a mandate to benefit the most vulnerable people in Mexico. The target population are those who live in extreme poverty and suffer from malnourishment.

They are people whose income is so low that even if they spent all of it on food it wouldn't be sufficient to have a minimally adecuate diet and who also lack at least two other basic living conditions such as: education, health, social security, water and electricity, or adequate living space.
